In a preview of next week's Gotham, the Penguin (Robin Lord Taylor) finds himself running for his life as he becomes a bigger target of the new and improved Gotham City Police Department.

However, the preview also hints that Theo Galavan (James Frain) has even more machinations in mind for the city. When Tabitha (Jessica Lucas), his sister, asks, "When are we going to unleash a little hell?" Theo answers, "soon."

It also seems that Jim Gordon (Ben McKenzie) is still under the impression that Theo is one of the good guys, especially when Theo orders Gordon to take down Penguin and then takes a public stance against the villain.

Of course, Galavan wants to bring Gotham to its knees, all because of an old dispute between his family (the St. Dumas) and the Waynes. This will eventually lead to the appearance of Azrael this season, as confirmed by Gotham executive producer John Stephens.

What exactly is Theo's endgame? Is he serious when he speaks of tearing Gotham down so that he can rebuild it in his image? Why is he so focused on getting rid of the Penguin, who really isn't much of a threat to him? Does it have something to do with Penguin finally becoming the King of Gotham's underworld after he tossed Fish Mooney (Jada Pinkett) into the ocean?

"That's going to be his huge challenge," said Taylor earlier this year at Wizard World St. Louis Comic Con. "His whole focus has been on getting to this point. I don't know how prepared he is maintaining that. When you're at the top in Gotham City, you have a giant target on your back. Whether you're on the good side of things or if you're on the bad side of things. That's the thing about Gotham City: when you make your way to the top, there's always someone there to bring you down."

Of course, recently, Taylor also hinted at the return of Fish Mooney, which could throw a wrench into Theo's plan for the city. This season could also see the appearance of the Court of Owls.

Here's the official description for "Mommy's Little Monster," the next episode of Gotham:

"Butch leads Penguin and his men to the warehouse where Gertrude is being held, as Penguin plots his revenge on Galavan for kidnapping his mother. Meanwhile, Nygma deals with the aftermath of a deadly accident."

Gotham airs on Fox on Monday nights.
