Because Gotham doesn't have enough villains already – what with the future Penguin, Riddler, Catwoman, Two-Face, Poison Ivy, Scarecrow, Hush, Zsasz, Ogre and yes, Joker having already shown up – the show's producers are adding two new baddies to the mix in Season 2. And it looks like they're sticking around for a long while.

Having mined so much of Batman's rogues gallery already, it comes as no surprise that the show is expanding its scope moving forward, to create more original bad guys and find villains from other DC Comics properties who can work in TV format. Chief among them: Tigress, a lesser known villain who's appeared in various titles like Teen Titans and Infinity Inc. Tigress' alter ego, Tabitha Galavan (a new name invented by the show that doesn't match any existing DC characters) is moving to Gotham alongside her dashing brother, Theo.

Theo Galavan is an entirely original character on the show, much like Fish Mooney was. James Frain has been cast as Theo, and Deadline describes the character in a way that's sure to draw comparisons to Harvey Dent as played by Aaron Eckhart in The Dark Knight.

Theo is a "billionaire industrialist," who quickly becomes a media darling and beloved by the public. Deadline calls him "the savior the city has been waiting for — sexy, heroic, and lovingly devoted to his sister." But don't buy the act; Galavan has come to Gotham to settle a score that reaches centuries into the past. With his sister Tabitha, Theo will manipulate chaos and violence throughout Gotham via a plan that "will lead to the creation of new villains." Whether that means more new characters being added to the mix, or existing ones taking on their true supervillain identities, remains to be seen.

Frain and his yet-to-be-cast sister Tabitha, aka Tigress, will be series regulars in Season 2. Watch out for this wicked duo's premiere when the show returns on Monday, September 21.
