If you're beginning a fresh playthrough, remember that you must first exit the vault before this quest becomes accessible. To kick things off, open your Pip-Boy, navigate to the Radio tab, and select the Mysterious Signal broadcast. This action sets a marker on your map near Boston, just east of Diamond City. Your adventure starts as you head towards this location, ultimately leading you to the Harbormaster Hotel.

Exploring the New England Technocrat Society

Upon arriving at the Harbormaster Hotel, proceed inside and explore until you find a door to the left that leads into the New England Technocrat Society. 

As you enter the main room, be prepared for a sudden ghoul attack triggered by a released choking gas. Quickly make your way upstairs to the right. This vantage point allows you to safely target the ghouls attacking from below.

During the skirmish, be wary of the boss, Mr. Wendt, who has the unsettling ability to resurrect defeated ghouls. Concentrating your fire on him first is crucial to prevent being overwhelmed by enemies.

Cracking the Code: Finding the All Hallows' Eve Password

After clearing the area of threats, you'll come across a hallway with four numbered doors, leading to another locked door equipped with a keypad. Here's where Dr. Santiago comes into play. After defeating this ghoul, who is donning a Jack O'Lantern mask, take the mask and wear it to discover additional clues. Proceed to locate Lana's Notes, which are instrumental in decoding the password.

The notes hint at a sequence involving the contents of each room:

  • Room 1: Contains four Specimen Jars

  • Room 2: Houses three Skull Candles

  • Room 3: Filled with four Teddy Bears

  • Room 4: Decorated with six Jack-O'-Lanterns

Using these clues, assemble the password as 4346, reflecting the number of items in each room. Enter this code on the keypad to unlock the door.

Completing the Quest

Inside the now-accessible room, use the System Controls to deactivate the security measures and open the safe. Don't forget to check the desk to the left of the terminal where you'll find the Picket Fences Halloween Special magazine.
