The National Retail Federation said that the new chip-and-signature credit cards will require a PIN in order to stop data breaches. On cases when a counterfeit was attempted on lost or stolen cards, using a PIN is a stronger anti-counterfeit instrument than simply relying on the card’s embedded microchip.
