The new owner of Twitter took it to his platform and tweeted about the kind of social media its company would become under his tutelage and the recent purchase. Here, he said that by free speech, he means that it still matches the law but will not focus on getting censorship on the platform, especially one that goes beyond the law.
Elon Musk wants to change a lot on Twitter and how it promotes a platform that a person can fully express themselves and not have the red tape that bars them in its current state. However, there are not many specifics regarding the change that Musk wants for the platform, only that it will focus on the free speech spectrum.

I am against censorship that goes far beyond the law.
If people want less free speech, they will ask government to pass laws to that effect.
Therefore, going beyond the law is contrary to the will of the people.
Elon Musk to Change Twitter on its Freedom Online
Online freedom is available on social media, but with reservations. It seems that Elon Musk wants to expand more on that freedom and focus on giving more to the public for their usage of Twitter.
However, Musk's campaign for free speech and censorship about Twitter got mixed reactions from the public, and those with negative thoughts about it had an "extreme antibody reaction" about it.

Instead of $43 billion, the billionaire purchased the platform for $44 billion, and the sale continued to its new management that will soon transition.
There are many plans for Twitter now, and one of the most known to the public is its new owner's aspiration to make it into a platform that focuses on free speech. It will change much of the social media from what it currently holds to something that the new president aims for, especially in the new age of Twitter coming soon.
Twitter's founder, Jack Dorsey, expressed his support for Elon Musk in the recent sale and new direction.
Free Speech is somewhat vague initially, with many people thinking that Twitter will become a lawless platform as it focuses on journalism freedom. However, that would not be the case, as it will still focus on censorship that would not go beyond the law and will loosen up restrictions on several topics, with free speech being its centerpiece.
