Considering Two AI Bipartisan Bills

Two separate bipartisan bills have been introduced by US senators to address artificial intelligence, tackling concerns surrounding the technology. According to Interesting Engineering, this effort was introduced because AI gained popularity. The rise of AI started earlier this year when chatbots like ChatGPT became generally available.

The first bill would require the government to be transparent when using the technology when interacting with people, while the other would establish an office to determine if the country is remaining competitive in the latest technologies.

AI Transparency

US government bodies will be needed to let citizens or users know when the technology is being used to interact with them, as per the first bill. Reuters reported that this bill was introduced by Senators Gary Peters (D-MI), Mike Braun (R-ID), and James Lankford (R-OK).

The bill postulates the agencies and divisions of the US government to create a mechanism for its citizens to appeal decisions made by the technology. The main goal of this bill is to be proactive and transparent when utilizing AI, making sure that real humans are still leading the conversation and creating decisions.

This effort comes as Senate Majority Leader Chuck Schummer (D-NY) promised to prioritize addressing the technology for members of both parties and will focus on big tech companies and, specifically, AI.

Remaining to be Competitive

Meanwhile, the Global Technology Leadership Act aims to establish an office that analyzes how competitive the nation is in critical technologies, such as artificial intelligence, compared with other countries worldwide. NBC News reported that the office would consist of experts from the industry, the Pentagon, and other relevant agencies.

The legislation noted that while the Department of Defense evaluates how the country's battleships, tanks, and aircraft compare to other nations, there is no counterpart for processing comparisons with other countries' critical technologies, hence why establishing an Office of Global Competiton Analysis is important.

This was introduced by Demoncrat Senators Michael Bennet and Mark Warner, along with Republican Senator Todd Young. The senators rogue that creating the office would increase awareness of American competitiveness, inform policymakers, and strengthen leadership in the country regarding strategic innovation.

Bennet stated, "There is nobody, and I say this with complete certainty, no one in the federal government who can tell us how, nor frankly in the United States of America really, who can tell us how the U.S. stacks up in comparison to China in critical technologies like AI."
