A new legislative development in California sees Senator Steve Padilla proposing bills aimed at regulating AI systems, particularly those utilized by state agencies.

Regulating AI Systems

Introduced by Senator Padilla, The Verge reported that Senate Bills 892 and 893 focus on establishing a public AI resource and implementing a "safe and ethical framework" for AI within the state. 

SB 892 mandates California's Department of Technology to formulate standards covering safety, privacy, and non-discrimination for AI services. It also bars the state from engaging with AI services unless they adhere to the established standards. 

Meanwhile, SB 893 aims to create a California AI research hub, providing computational resources and data access for academic purposes. 

Following in the footsteps of California Senator Scott Wiener, as reported by Time, Senator Padilla has presented two bills aimed at regulating AI systems used by state agencies. 

Wiener's bill proposed transparency standards, security measures, and the creation of a state AI research center for "frontier" models. However, that bill was categorized as an intent bill, signifying the need for additional development before potential passage.

Senator Padilla's remarks underscore the critical juncture at which artificial intelligence stands, presenting both unparalleled opportunities and considerable challenges for our society and economy. 

By expressing concerns about the lack of oversight and accountability in the tech industry, particularly about social media, he draws attention to the potential pitfalls of allowing a handful of powerful tech entities to wield AI without proper regulation.

The senator's call for California to step into the void left by congressional inaction reflects a sense of urgency. He contends that the public is exposed to the inherent dangers of AI due to regulatory gaps and dysfunction at the federal level. 

Safeguarding Citizens from AI

In positioning California as a proactive leader in establishing guidelines and standards for AI, Padilla emphasizes the state's responsibility to safeguard its citizens from the potential negative impacts of unregulated artificial intelligence. 

As stated in its press release, his stance reflects a recognition of the need for decisive action to ensure that AI is harnessed for the greater good while minimizing potential risks.

In addition to the contractual restrictions outlined, Senator Padilla's proposed legislative package aims to leverage California's economic influence to redefine ]AI services as a public asset. 

This initiative capitalizes on the state's esteemed research universities, directing substantial investments into essential public infrastructure to establish the California AI Research Hub.

SB 893 mandates collaboration between the Government Operations Agency (GovOps), the Governor's Office of Business and Economic Development (Go-Biz), and the Department of Technology with academic institutions throughout the state to establish the California Artificial Intelligence Research Hub. 

The Hub is designed to advance research, development, deployment, and application of AI technology for public benefit. It will facilitate academic institutions' access to computing resources and data, ensuring privacy protection, enhancing security measures, and addressing potential risks to society.
