This is because the new in-game issue allows gamers to kill their allied minions, as well as earn additional gold from doing so.
Statikk Shiv was just recently revived by Riot Games after the "LoL" Patch 13.10 was rolled out on May 16, as reported by SportsKeeda.
Since this iconic item was absent for such a long time, many "League of Legends" players were excited.
However, the new Statikk Shiv has a bug, which can affect gamer's experience (or is it?).

This was spotted by Reddit user refuzeiv. In the video, the Statikk Shiv bug was able to deal damage to the player's allied minions.
The gamer was using Katarina when he spotted the in-game bug. Because of this, numerous gaming enthusiasts believe that the bug has something to do with Katarina's Shunpo (3rd or E skill).
Shunpo allows Katarina to jump onto allied minions, which could be the reason why Statikk Shiv's unique passive also affects allied minions.
However, this will still remain a speculation since Riot Games hasn't confirmed it.
As of writing, the giant game publisher hasn't announced if the issue is actually a bug and if an update to solve it is already being developed.
The next "League of Legends" Patch (13.11) is expected to arrive on June 1. As a gamer, the best thing you can do is wait for this update to see if the Statikk Shiv issue will get fixed.
How To Activate Statikk Shiv Bug?
Since the new Statikk Shiv bug was first seen after using Katarina, this means that this in-game exploit can be activated using heroes that also target allied minions.
These include Syndra since her "Force of Will" can now throw allied minions as well.
Aside from Syndra, you can also try using Sion, Lee Sin, and other heroes with abilities that can target allied minions.
