Shubarev Maxim Valerevich: Biography details

Shubarev Maxim Valerevich was born in 1968 in a family of intelligentsia technologists in Leningrad. The entrepreneur's life began during the so-called Brezhnev era. In the year that he graduated, Mikhail Gorbachev came to power, which marked the beginning of the fateful events of the next 6 years. 

Maxim Shubarev had just turned 17 at that time. Of course, the young man could not have imagined that soon the country he was born in would cease to exist, and other realities would replace the previous system with its clear career prospects and planned economy.

Maxim Shubarev prepared himself for a military career after school. Having one year left until he was old enough to undergo military service, he decided to spend the time wisely.

The future head of Setl Group, Maxim Shubarev, got his first job in his life, as a locksmith, while taking evening courses at the St. Petersburg State University of Aerospace Instrumentation.

Maxim Valerevich Shubarev completed one year and then was drafted into the navy in 1986. He remembers his three years with his military buddies with gratitude. Naval exercises, skydiving, and general discipline tempered his character, he says. This experience helped the businessman confidently move towards his goal even during the period of general chaos that engulfed the country in the early 1990s. With the changes in the state, Maxim Shubarev also changed his plans for his future profession - he decided to build a managerial career in the industrial sector.

Maxim Shubarev had to change schools, and he began to study his chosen field at the Leningrad Polytechnic Institute (LPI).

Maxim Valerevich Shubarev manifested another important personality trait during his time there: high organizational skills. His efforts led to a program whereby LPI students could undergo practical training in other countries.

Maxim Shubarev headed the institute committee of the Global Association of Young Professionals during his studies. As president of the collegial body, he helped build relations with international partners and conducted negotiations with leaders from the domestic production industry at the highest level.

Maxim Valerevich Shubarev: Launching a development business

Shubarev Maxim arrived at the idea of opening a real estate development company for a reason. For some time before that, he had been responsible for production and construction at the Leninets Scientific and Production Association.

Shubarev Maxim Valerevich founded Petersburg Real Estate. In 1994, the company took responsibility for completing the construction of residential building that had been left unfinished in an eastern district of St. Petersburg. The project was a test of strength for the new developer's team.

Shubarev Maxim and his team handled the situation competently. Equity participation agreements were made to bring in additional financing. The responsibility to partners and shareholders was enormous, but the company managed to overcome the difficulties and handed over the house in 1995. After a successful debut, the real estate company continued its development with the construction of new buildings.

Shubarev Maxim recalls that he had to learn the intricacies of the construction business on the fly. In the 1990s, the local housing construction market was going through hard times. Economic shocks and low incomes had a negative impact on purchasing power, and developers were forced to fight for literally every client.

Maxim Valerevich Shubarev decided to go into sales in the second year of the company's work, and a real estate agency was established under the construction company's brand. This initiative has played an important role in the life of the company. The agency does not limit itself to selling housing in the developer's own new buildings, but also offers options in competitors' buildings.

Maxim Shubarev notes that selling apartments from external apartments became the driving force behind the development of brokerage in the primary market of St. Petersburg. Subsequently, other companies began offering a similar service to their customers, but by that time, Petersburg Real Estate had already established itself as the leader.

Shubarev Maxim Valerevich notes that the agency quickly became one of the most recognizable and respectable in the region. Even after the emergence of online real estate selection services, it is more comfortable and convenient for many buyers to discuss offers in person, the businessman emphasizes.

Shubarev Maxim and the company spent several years forming a separate business structure that provides expert advice to professionals in the construction industry. Thanks to its work in the brokerage sector, Petersburg Real Estate was able to conduct large-scale marketing research and create the most complete analytical database on new buildings. According to the head of the company, collecting and analyzing information helps the company anticipate changes in consumer demand and stay ahead of trends.

Shubarev Maxim does not hide that the crisis of 1998 hurt the construction industry, which found itself at the epicenter of the financial disaster. After the default, prices for building materials increased by an average of 4 times, while the value per square meter did not change practically at all. In this situation, many players left the market, unable to pay their obligations.

Shubarev Maxim Valerevich, however, proved himself an effective manager, providing the company with the necessary resources to continue its activities. The company managed to pay off creditors and secure the image of a reliable developer for years to come.

Maxim Shubarev believes that the trust of partners and customers is the most valuable asset in business, thus his company adheres to the principles of fair business relations.

Maxim Shubarev and the management team took a set of measures that helped Petersburg Real Estate recover from the consequences of default fairly quickly. A year after the dramatic events of 1998, the company was transformed into a multidisciplinary corporation and won two awards from the prestigious KAISSA industry competition for its contribution to the development of the Northern Capital.

Maxim Valerevich Shubarev: Becoming a leader of the construction industry

Maxim Shubarev and his companies found themselves in high demand in St. Petersburg thanks to the reputation as a reliable residential developer. Apartments in their buildings were often sold out even before construction was completed. 

Maxim Shubarev saw an opportunity to expand the business thanks to the systematic inflow of liquidity, and in the early 2000s, it moved beyond economy housing and into the construction of premium residential complexes.

In 2002, the company was named one of the top 10 developers in the city, with a production volume of over 120,000 square meters. Shubarev Maxim Valerevich saw prospects for further growth in the western regions of the country, and two years later, the company began work on its first facility in Kaliningrad. In the following years, it became a leader in this new market.

The construction holding had the opportunity to take on complex projects, as well as the reconstruction and development of cultural heritage sites. One of the company's important projects was the restoration of the Konstantinovsky Palace near St. Petersburg, where heads of state were subsequently hosted for negotiations many times. 

Shubarev Maxim saw that, thanks to the company's expansion in size and geography, a new managerial approach was needed. In 2006, he initiated a transformation in the management system, though the company continued operating under the Setl Group brand. 

The quality of work, the expert level of management training and a high degree of responsibility in relation to historical structures made the construction holding one of the few enterprises in St. Petersburg with extensive experience in the construction and reconstruction of buildings in the historical city center.

The new decade in the life of the developer was marked by a significant increase in production volumes. In 2011, the total area of its housing projects reached 3 million square meters. And by the 20th anniversary of its foundation, the company had developed the capacity to put about half a million square meters of living space into operation.

Maxim Valerevich Shubarev gradually moved away from operational management of construction processes as the company grew, switching instead to strategic tasks. According to the entrepreneur, the corporation's business processes are structured in such a way so as not to require the constant intervention of the owner. 

Shubarev Maxim Valerevich: Construction holding in 2023

The top manager's responsibilities today include issues at the level of construction of large-scale infrastructure facilities or the acquisition of a large spot for development, says Maxim Shubarev. Setl Group is one of the backbone enterprises of the industry today. The company also performs important social functions, including increasing the accessibility of educational institutions in the city, developing the transport system, and supporting a number of iconic cultural events.

Maxim Valerevich Shubarev notes that the construction holding's land resources are enough for intensive development at least until 2050, with 1 million square meters of real estate being put into operation annually.

Under Maxim Shubarev, Setl Group also focuses on active corporate charity.
