Today, Nov. 24, Russian President Vladimir Putin issued a strong warning against Western countries, which he said were monopolizing artificial intelligence (AI) technology. 

Reuters reports that in a high-profile address at an AI conference in Moscow, Putin emphasized the peril of allowing Western platforms to gain an unchecked monopoly on AI advancements. 

He underscored the urgency of countering this dominance, unveiling an ambitious and comprehensive Russian strategy to propel the nation to the forefront of global AI innovation.

Putin's AI Concerns

Putin's concerns stem from the burgeoning technological dominance of the United States and China in the AI race. 

Both nations have surged ahead in AI development, triggering apprehensions among global leaders, who foresee AI's potential to reshape societies akin to the computer revolution of the late 20th century. 

However, Russia's aspirations to establish itself as an AI powerhouse have encountered formidable obstacles. The conflict in Ukraine prompted an exodus of skilled scientists from Russia, exacerbating the challenge. 

Additionally, Western sanctions have impeded the country's access to critical high-tech imports, hindering its technological advancements. In early 2022, the US government stepped in to prevent Russia from gaining access to low and high-tech goods overseas.

Russia's New National Strategy for AI

During his address alongside Sberbank CEO German Gref, Putin unveiled a pivotal step in Russia's response to this challenge: the imminent approval of a new national strategy for AI development. 

This strategy, set to be initiated through a presidential decree, promises significant reforms. It emphasizes augmenting both fundamental and applied research in generative AI and large language models, key areas pivotal for AI advancement. 

Putin stressed the necessity of legislative and investment alterations to foster a conducive environment for AI development within Russia.

While Russia bolsters its strategy, a pivotal shift in the global dialogue on AI's implications in nuclear weaponry emerges. 

US and China Talks on AI War Risks

As NewScientist reports, recent discussions between the US and China, as a part of bilateral talks, have gravitated toward controlling AI's role in nuclear weapons. 

Both superpowers acknowledge the need to maintain human control over nuclear escalation and contemplate restrictions on AI applications in these systems.

Experts, however, urge caution. They highlight the complexities and risks associated with integrating AI into nuclear forces. Concerns about evaluating the capabilities and intentions of rival nations loom large, potentially escalating nuclear risks. 

Despite the positive stance on discussions, verifying agreements between the US and China on AI's role in nuclear arms control remains challenging.

In light of these developments, Putin's call to action stands as a pivotal moment in the global AI landscape. Russia's revamped strategy signals a determined effort to compete with the technological prowess of the US and China.
