In light of recent developments and emerging technologies, the FBI raises concerns regarding the potential exploitation of artificial intelligence by foreign entities to manipulate and disrupt US electoral processes. 

Navigating the Threat of AI Technology in Election 

The FBI cautions against foreign adversaries' potential utilization of AI to sow disinformation during US elections, as reported by the Associated Press

Expressing concerns about artificial intelligence's rising prominence in such activities, a senior FBI official emphasized the likelihood of its increased utilization in the forthcoming years.

This apprehension is not unfounded, as AI-driven deepfakes and robocalls have already infiltrated the political sphere, manifesting tangible threats to electoral integrity. 

One illustrative case unfolded in Slovakia earlier this year, where audio clips resembling the voice of a liberal party leader circulated widely on social media, disseminating false claims of manipulating election outcomes and raising beer prices. 

These deceptive recordings, identified as deepfakes, surfaced just before the country's parliamentary elections, underscoring the potent impact of AI-generated disinformation.

Similarly, in the United States, voters received robocalls impersonating President Joe Biden, urging them to abstain from participating in the primary election in New Hampshire.

Subsequent investigations revealed that these robocalls were orchestrated by a political consultant, aiming to highlight the perils associated with AI deepfakes.

The official highlighted the dual threat posed by AI technology to law enforcement. Not only does it facilitate easier access for individuals seeking to cause trouble, but it also provides sophisticated foreign governments with additional tools to interfere in elections.

Focusing on Russia, Iran, and China in Election Security

FBI officials are closely monitoring Russia, Iran, and China as the top three countries of concern in the current election cycle. Previous assessments have attributed varying motives and objectives to these nations regarding their efforts to influence American elections.

For Russia, intelligence officials have highlighted a consistent preference for Republican candidates, particularly evident in the 2016 and 2020 elections. During these periods, Moscow allegedly engaged in sophisticated hacking operations and leaked Democratic emails in a bid to support the candidacy of Republican Donald Trump.

During the 2022 midterm election, Russia's efforts primarily targeted the denigration of the Democratic Party. Their objective was to diminish U.S. support for Ukraine and undermine confidence in the electoral process.

In contrast, China aimed to influence select races featuring candidates from major political parties. Their focus was on individuals with anti-China sentiments, and they engaged in covert activities to disparage a U.S. senator.

Additionally, Iran conducted covert operations aimed at exploiting perceived social divisions during this period.

Looking ahead to 2024, FBI officials anticipate that China will persist in its endeavors to sow divisions within the United States. Furthermore, they closely monitor whether Russia's behavior will be motivated by the ongoing conflict in Ukraine.
